KfW on behalf of the German Government provides EUR 24.2 million grant for the creation of energy-efficient housing for internally displaced persons
On December 7, 2023, the Ministry for Reintegration of the Temporarily Occupied Territories of Ukraine, Ukrainian Social Investment Fund (USIF) and KfW, on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), signed a grant agreement for EUR 24.2 million for the project which will focus on the creation of housing for internally displaced persons – “Promotion of Social Infrastructure (USIF IX)”.
Within the framework of the project, it is envisaged to create housing opportunities for internally displaced persons (IPDs) via the reconstruction of existing buildings using modern energy-saving technologies and the construction of new buildings. Eight objects located in Dnipropetrovsk, Lviv, Kharkiv and Khmelnytskyi regions have already been selected for the project. It is also planned to implement several social programs to support IDPs and to develop the potential of the host communities.
“Since 2008 and until now, the German Government through KfW has allocated almost
EUR 120 million in grants for the development of social infrastructure in Ukraine. This significant engagement has made it possible to restore more than 500 social infrastructure objects, with a special focus on housing facilities for IDPs. We have also been able to implement several large-scale social programs for local communities and displaced persons. The German Government’s commitment of EUR 24.2 million is another example of our unwavering support”, said Dr. Tim Prange, Permanent Deputy Ambassador Extraordinary and Plenipotentiary of Germany.

“We highly appreciate the German Government's assistance to Ukraine, which today is significant both in terms of volume and scope. It is very important that one of the areas of such assistance is the support of internally displaced persons who lost their homes or were forced to leave them as a result of russian aggression. We are sincerely grateful that we will be able to solve their housing problem together. This is a manifestation of true partnership, which we will always remember”, – said Iryna Vereshchuk, Vice-Prime Minister of Ukraine – Minister for Reintegration of the Temporarily Occupied Territories of Ukraine.
“We are fully committed to supporting Ukraine during the war and are happy to extend our cooperation with the Ukrainian Social Investment Fund, which has been our longstanding partner in the development of housing opportunities for internally displaced persons in Ukraine. With the current grant funding we are hoping to provide up to 700 IDPs in Ukraine with social housing opportunities, contributing to the resilience of Ukrainian people”, stated Lorenz Gessner, Head of Representative Office of KfW in Ukraine.
“The Ukrainian Social Investment Fund will use all its experience and exert maximum efforts for the effective implementation of this project. We have already carried out the necessary preparatory work, selected and agreed with KfW the objects for reconstruction and are ready to launch the active implementation of the project”, - noted USIF Executive Director Andrii Laktionov. He also added that it is planned to start construction works at some of the facilities already in 2024.
