USIF Supervisory Board

The Supervisory Board is USIF’s supreme governing body in accordance with USIF Provision, approved by Resolution of the Cabinet of Ministers of Ukraine of 28.04.2000 №740 ‘On establishment of Ukrainian Social Investment Fund’ and further amended by CMU Resolutions of 10.09.2008 № 808, of 25.10.2017 №798, of 06.05.2020 №371 and of 01.07.2020 №552. It is co-chaired by the Vice-Prime-Minister of Ukraine – the Minister on matters of reintegration of temporary occupied territories and the Minister of Social Policy of Ukraine.
The Supervisory Board is comprised of representatives of the Ministry of Social Policy, Ministry of economics, Ministry of Health, Ministry of Education and Science, Ministry of Regional Development, Ministry of reintegration of temporary occupied territories, Ministry of Foreign Affairs, Ministry of Finance on the level of a Deputy Minister or a head of a separate unit; representatives of donors and international financial organizations that support the projects of economic and social development of Ukraine (with their consent).

The competence of the Supervisory Board of the Fund includes matters related to:

supervision over the management of USIF's funds, their purposeful use, management of the Fund’s property, compliance with the purpose of its activities and the requirements of the legislation; determining the strategy of the Fund's activities and monitoring its implementation;
approval of the Operational Manual of the Fund's activities agreed upon with donors and international financial organizations that support the projects of economic and social development of Ukraine;
approval of annual budget and activity plan of the Fund, reports on their implementation;
approval of candidatures of independent consultants and auditors based on the results of competitive selection to audit financial statement of the Fund; approval of requirements, terms of reference for audit of the Fund's activities and audit results;
appointment, discharge and bringing to disciplinary liability of the Executive Director of the Fund;
approval of the structure, maximum number and staff list of the Fund as well as the budget of the Fund's expenditures in agreement with donors and international financial organizations that support the projects of economic and social development of Ukraine;
making decisions on establishment of USIF regional offices;
performance of other control and regulatory functions in accordance with the legislation, USIF Provision, Operational Manual of the Fund and the Provision on the Supervisory Board of the Fund;
obtaining in the prescribed manner information and documents necessary to perform the assigned tasks from central and local executive bodies, local governments, enterprises, institutions and organizations.
