Due to "Legal support for IDPs and local self-government authorities" Program, local communities promptly provide IDPs with housing renovated under USIF VI Project
At the end of December 2021, implementation of "Legal support for IDPs and local self-government authorities" Program, which lasted for a year and a half, from June 2020 to December 2021, within "Promotion of Social Infrastructure Development (USIF VI)" Project was successfully completed.
The Program was aimed at:
- strengthening local self-governments capacities in creation of housing funds for temporary residence of IDPs and their management;
- promotion of adaptation and integration of IDPs by providing advisory and informational assistance to IDPs and civil society activists concerned with IDP issues.
The Program was implemented by ‘Right to Protection’ Charitable Foundation, selected on a competitive basis as its executor.
The participants of the Program were representatives of local governments and local authorities of settlements where USIF finances restoration of housing for IDPs temporary residence, namely: Kryvyi Rih, Pershotravensk, Chuguiv, Izyum, Severodonetsk, Kreminna, Novoaydar, Gulyaypole, Melitopol, Komysh-Zoryanska territorial community. IDPs, residing in these communities took part in the Program as well.
66 professional legal consultations were provided to local self-governments of 11 communities, which allowed them to quickly develop and approve a package of documents on the establishment of housing funds for IDPs and its distribution in accordance with Resolution № 582 of June 26, 2019. Thus, as of the end of 2021, IDPs were provided with housing in 71 apartments at 8 restored housing facilities. By May 2022, restoration of 5 more facilities with 54 apartments will be completed.
Thanks to legal consultations, almost 1,000 IDPs raised their awareness of the possibilities of exercising their rights and tools for solving housing and social problems.
In order to make public and discuss the results of "Legal support for IDPs and local self-government authorities" Program implementation, presentation of the Program Report, attended (offline and online) by representatives of the Ministry of Reintegration, USIF, local communities, IDPs and journalists, was held on December 14, 2021 in Kyiv.
The Program was funded by the USIF from the grant funds of the Government of Germany, provided by KfW, within "Promotion of Social Infrastructure Development (USIF VI)" Project.
13 housing facilities, 4 schools and 8 kindergartens will be renovated in 11 communities and a number of social programs and separate educational and counseling activities will be implemented within this Project by May 2022.
