The Ukrainian Social Investment Fund continues active implementation of "Community-based Social Service Delivery" Project
The Ukrainian Social Investment Fund (USIF) continues active implementation of "Community-based Social Service Delivery" Project, funded by Japan Social Development Fund through the World Bank.
In the year 2019 the Project envisages provision of technical support to 30 amalgamated territorial communities of Odessa and Ternopil regions in detailed evaluation of social services needs and in preparation of micro-project proposals to participate in the competition for receiving the grant funds.
To perform these tasks, USIF has signed agreements with consulting companies, providing services of international and national experts in the sphere of organization and provision of social services. These agreements imply development of the methodology for evaluation of amalgamated territorial communities’ social services needs, based on the successful experience of use of such instruments at the lowest level of local self-government in countries with economies in transition.
In order to discuss the algorithm of stakeholders engagement in order to achieve the planned results, working meetings with participation of chairmen of the amalgamated territorial communities, heads of Subproject Implementation Partners (SIPs), USIF and consulting companies representatives were held in Ternopil (July 11th) and in Odessa (July 24th).
During those meetings, community representatives had the opportunity to get information about international experience on social services provision, in particular, in United Kingdom, Israel, Baltic states and discuss approaches to evaluation of social services needs, data collection, identification of potential recipients, etc.
