United Nations Refugee Agency and Charitable Foundation

On November 20, Deputy Executive Director of the Ukrainian Social Investment Fund Oleg Ovchinnikov and consultant for capacity building and training Kateryna Dergachova attended presentation of the "Analytical review of regional programs for provision of housing for internally displaced persons". The authors of the report are representatives of the Charitable Foundation "The Right to Protection" and the United Nations Refugee Agency (UNHCR).

Having analyzed the state and regional housing programs for internally displaced persons (IDPs) in Ukraine, the Foundation for human rights protection of and the UN Refugee Agency highlighted the distinct efficiency of the Project "Promotion of Social Infrastructure Development. USIF V ", which is being implemented by the Ukrainian Social Investment Fund with the use of the grant funds of the Government of the Federal Republic of Germany provided through the German State Development Credit Agency - KfW Bank.

The said Project, in comparison with other programs, appeared to be the most productive in provision of IDPs with social housing in Kharkiv, Dnipropetrovsk and Zaporizhzhia regions.

Oleg Ovchinnikov said that, in general, due to implementation of this Project 791 IDPs will be able to get housing in 17 renovated social housing facilities in Kharkiv, Dnipropetrovsk, Zaporizhzhia regions and in the city of Lviv. 120 internally displaced persons have already been provided with housing. Another 671 people will be able to get housing soon.

USIF Deputy Executive Director announced early launch of a new Project financed by German Government and aimed at creation of social housing for internally displaced persons - USIF VI.

In addition, he stressed a need for creation of a separate housing stock as well as procedures for distribution of housing for internally displaced persons, as envisaged by the draft Resolution of the Cabinet of Ministers of Ukraine, developed under the relevant Council of Europe Project with active USIF participation and support.
