‘Promotion of Social Infrastructure Development. USIF.VI’ Project

Budget: EUR 9 mln.
Territory of implementation: Dnipropetrovsk, Zaporizhzhia and Kharkiv regions, districts of Donetsk and Luhansk regions under control of Ukraine.
Objectives: provision of internally displaced persons (IDPs) with housing, improvement of social objects (schools and pre-school institutions) infrastructure in the communities, hosting IDPs.
26 objects (subprojects), including 13 residential buildings (basic subprojects), 4 school and 8 kindergarten facilities (secondary subprojects), located in
- Dnipropetrovsk region: Kryvy Rih, Pershotravensk;
- Donetsk region: Mariupol;
- Zaporizhzhia region: Melitopol, Lantseve (Komysh-Zoryanska amalgamated territorial community), Gulyaypole;
- Luhansk region: Severodonetsk, Novoaydar, Kreminna;
- Kharkiv region: Izyum, Chuguiv
were selected for implementation.
As the military aggression of the russian federation did not allow to continue the implementation of the Project as it was planned, USIF Executive Committee, after careful study of the situation and consultations with the donor representative (KfW), recognized the impossibility of further implementation of 2 subprojects (SPs) for creation of housing for IDPs in Izyum, Kharkiv region and Lantseve village, Zaporizhzhia region. After approval of that decision by USIF supervisory board, the number of CPs for implementation was reduced to 24.
The current Project implementation status:
Initially planned construction works are completed within 22 out of 24 subprojects (SPs). Additional works are executed at 5 objects. The troublesome security situation and partial damage of one of the facilities do not allow to resume implementation of 2 other SPs (housing for IDPs and a kindergarten) in the town of Gulyaypole, Zaporizhzhia region. The issue of removing these SPs from the implementation list is under consideration.
Taking into account the availability of remaining funds under this Project, preparatory measures, including development of design and cost estimate documentation for 3 out of 7 objects, selected for implementation under the prospective ‘Promotion of Social Infrastructure Development. USIF IX’ are being financed.
A number of capacity building programs and measures for partner communities were conducted within the framework of the Project. ‘Legal support to local self-government authorities and IDPs’, ‘Inclusion in communities’, ‘Development of social services in communities’ and ‘Supporting communities in the implementation of investment policy’ programs were accomplished in particular.
Numerous measures were taken to ensure efficient work in the areas of environmental and social management and management of asbestos-containing materials.
