The Community-Based Social Service Delivery Project
(Odesa and Ternopil regions)
 

The Japan Social Development Fund (JSDF) through the International Bank for Reconstruction and Development awarded a grant to the Government of Ukraine under Grant Agreement No. TF0A8367 of September 27, 2018 for the implementation of the Community-Based Social Service Delivery Project. According to the Grant Agreement, the Ukrainian Social Investment Fund is responsible for implementation of the project on behalf of the Government of Ukraine.

Grant amount: USD 2850.0 thousand

Project implementation period: December 2018 – October 2023

Objective of the project is to provide support to the territorial communities of Odesa and Ternopil Regions to enhance their ability to provide residents with high quality social services, increased access to social and communal infrastructure of the community, improve service coverage of vulnerable groups of population (elderly, people with disabilities, families in difficult life circumstances, etc.).

The project will foster implementation of pilot models of social service provision in the communities through the development in 28 territorial communities (TC) of the poorest districts of Odesa and Ternopil Regions. In the course of implementation of this Project, 10 microprojects will be funded on community level to improve social services’ provision to vulnerable groups of population.

The Project should contribute to successful implementation of the reform of social protection of the population and decentralization process, aimed to bring provision of services closer to the place of residence of people and to expand a range of social services in territorial communities to meet all needs of the population in these services.

During 2019, with technical support of the international and national experts:
  • the detailed needs assessment for social services and evaluation of communities institutional capacities to organize and provide social services were conducted;
  • support in elaboration of microproject proposals in order to participate in the competition on acquiring of grant funds was provided;
  • three-year plans for TC social services development were compiled;
  • ten training events on matters of development and effective management of social services systems in communities on the basis of successful experience and practice of social services provision in other European countries were organized and held;
  • computer and office equipment was procured from the grant funds and supplied to communities social protection units.

On March 20, 2020, a competition to select microprojects, aimed at provision of improved social services in 10 communities was announced. 22 communities of Odesa and Ternopil regions, identified as the project participants under the Grant Agreement, submitted their microproject proposals to participate in that two-stage competition.

In the result of a competition, in accordance with the decision of 07.07.2020 of the Committee for selection of microproject proposals under the Ministry of Social Policy 10 highest rated microproject proposals were approved for implementation (corresponding microprojects will be financed from the grant funds in the amount of up to 140 thousand US dollars each). Those microproject proposals were developed and submitted by the following TCs:
  1. Baltska town community of Odesa region   
  2. Bilyayivska town community of Odesa region   
  3. Borshchivska town community of Ternopil region
  4. Vylkivska town community of Odesa region   
  5. Vyshnivetska village community of Ternopil region
  6. Zborivska town community of Ternopil region
  7. Konoplianska village community of Odesa region   
  8. Pochayivska town community of Ternopil region
  9. Skala – Podilska village community of Ternopil region
  10. Yaskivska village community of Odesa region.

In the period from 15.04 to 15.05.2020, ‘BDO’ LLC auditing company conducted an audit of USIF financial activities under the Project in the period from 01.12.2018 to 31.12.2019. The report submitted in the result conducted audit confirmed, that USIF financial statements had been made in compliance with the requirements of generally accepted accounting practice and objectively reflected the financial state of the Project implementation as of 31.12.2019. The report also stated that no significant weaknesses in USIF internal financial control had been identified by the auditors. The full text of the report is available here.

USIF Supervisory Board at its meeting held on September 22, 2020 approved the list of microprojects for implementation under the Community-Based Social Service Delivery Project in the following territorial communities: Baltska, Bilyayivska, Vylkivska, Konoplianska, Yaskivska TCs of Odesa region and in Borshchivska, Vyshnivetska, Zborivska, Pochayivska, Skala-Podilska TCs of Ternopil region. Hence, USIF is launching implementation of micro-projects aimed at development of the system of social service provision to vulnerable groups of people. For the time being, competitive selection of service providers for design and estimate documentation development and implementation of the author's supervision over construction works at the objects in Ternopil and Odesa regions has been made.

The Grievance Redress Mechanism (GRM) was developed to ensure active and efficient interaction of USIF with communities participating in the Project and in order to identify problems during the implementation of the Project and immediately solve them.

The GRM provides for joint efforts with an ultimate goal to reach a solution and take concrete actions that will satisfy all parties of a potential conflict. It is an effective tool for early detection, evaluation and reaction to project-related complaints. The text of the Grievance Redress Mechanism can be found here.

In order to submit a complaint/appeal regarding the implementation of the Community-Based Social Services Delivery Project, it is necessary to fill in the form and send it to the e-mail or postal address indicated in the brochure.

On 3.06.2021, ‘BDO’ LLC auditing company provided a report for the conducted audit of USIF financial activities under the Project in the period from 01.01.2020 to 31.12.2020. The report submitted in the result conducted audit confirmed, that USIF financial statements had been made in compliance with the requirements of generally accepted accounting practice and with the World Bank’s policies objectively reflected the financial state of the Project implementation as of 31.12.2020. Within the framework of the Project, a number of training events were held, namely:

  • eight one- and two-day trainings to provide community professionals engaged in social services provision with necessary knowledge and tools for needs assessment; prepare plans for social services development in the communities; and prepare microproject proposals;
  • two three-day trainings to enhance professional competencies of territorial communities (TC) heads, TC deputy heads, social work professionals and other local government professionals in understanding tasks and functions of social protection and community service in decentralized settings; formulating the service development strategy based on the comprehensive assessment of community social needs; budgeting and community social services financing; community involvement in addressing social needs; learning about successful community service delivery practices, etc.
  • in interaction with Ukrainian Catholic University online training for 347 managers and specialists of social protection units in partner communities was organized and conducted. In total, 11 trainings of 2 hours were conducted, which allowed to make the educational process quite intensive and effective, without distracting specialists from daily work.
  • Practical trainings for specialists of structural subdivisions of social protection and service providers of 28 territorial communities of Odesa and Ternopil regions in online format. The training started on December 13, 2021 and will last until July 2022. So far, 10 of the 12 trainings on the most pressing issues have been conducted.

Trainings for managers and specialists of 10 territorial communities implementing micro-projects were continued. In particular, on September 27-29 in the city of Kamyanets-Podilsky the seminar on "Creating new social services in the community: strategy and practice" and on November 15-17 in the urban type village of Sataniv, Khmelnytskyi region, the seminar on ‘Practical aspects of the organization of new social services in the community’ were held. Those  trainings were mainly focused on discussing issues of organization and providing of social services under martial law. Several visits, together with the participants, were made to the territorial communities of the Khmelnytskyi region in order to acquaint communities specialists with successful examples of providing social services at the community level. One hundred and fifteen people took part in the seminars.

The total number of trainings participants is 1557 persons.

In 2021, within the framework of the Project implementation, the following measures were implemented:

  • delivery in May-June 2021 of 272 bicycles in the amount of UAH 1,680,093.00 and 58 scooters for employees providing social services in the amount of UAH 1,496,400.00;
  • supply of equipment (office and computer equipment) and furniture for the Center for social services of Pochayivska TC of Ternopil region in the framework of a microproject in the amount of 524,66 thousand UAH;
  • supply of furniture, professional kitchen equipment, beds for the inpatient department of the Center for Social Services of Zborivska TC (Ternopil region) in the amount of 424,93 thousand UAH;
  • supply of furniture for structural subdivisions of social protection of the population of pilot territorial communities of Odesa and Ternopil regions on the basis of the submitted need in the amount of UAH 1,859,050.00.
  • development of design and estimate documentation (DED) for repair works on the objects of 9 micro-projects;
  • procurement of services of construction contractors for the implementation of micro-projects (except for the Skala-Podilska community), as well as services for technical supervision of construction on micro-projects. In Skala-Podilska TC of Ternopil region, work on the repair of the part of the premises where the Center for Social Services Delivery will be located has been completed at the expense of the local community, documents have been submitted to DIAM for putting the building into operation;
  • concluding contracts for repair and construction works at 9 micro-projects
  • repair and construction works at 9 micro-projects have been started;
  • procurement of services for practical training for specialists of structural units of social protection and service providers of 28 territorial communities of Odesa and Ternopil regions in online format. The training started on December 13, 2021 and lasted until June 2022.

In 2022, the following measures were taken within the framework of the Project implementation:

  • the scopes of actually performed works reached such indices:

in Ternopil region: Borshchivska TC – 100%; Vyshnivetska TC – 100%; Zborivska TC – 100%;  Pochayivska TC – 100%; Skala-Podilska – 100%

in Odesa region: Yaskivska TC – 100 %; Baltska TC – 100 %; Bilyayivska TC – 100%; Konoplyanska TC – 100 %; Vylkivska TC – 100 %.

  • the development of design and estimate documentation for the micro-project "Creation of the Center for Social Services of Skala-Podilska Village Council" has been completed. Construction works execution was launched in October;;
  • purchased and delivered office furniture and appliances, children's furniture and sewing equipment for the Center for Social Services Skala-Podilska village council of Ternopil region in the framework of the relevant micro-project in the amount of UAH 347,583.00;
  • purchased and delivered office furniture, children's furniture and safes for the Center for Social Services of Pochayiv City Council of Ternopil region in the framework of the relevant micro-project in the amount of UAH 280,260.00;
  • measures were taken to purchase office furniture for the Center for Social Services of Vyshnivets Village Council of Ternopil region in the framework of the relevant micro-project in the amount of UAH 414,658.95;
  • sewing equipment as part of the micro-project of the Vyshnivetska Territorial Community for the amount of UAH 41,364.00 has been  purchased;
  • the purchase of upholstered furniture as part of the micro-project of the Pochayivska Territorial Community in the amount of UAH 62,500.00  has been completed;
  • a lift for people with disabilities between the second and third floors of the building of the Skala-Podilska Territorial Community Center for Administrative services delivery in the amount of UAH 406,000.00 has been manufactured and installed;
  • tender procedures for purchase of furniture for renovated premises were conducted, the contract in the amount of UAH 1,086,753.00 was concluded with the supplier of goods.

The report submitted in the result of the conducted audit confirmed, that USIF financial statements had been made in compliance with the requirements of generally accepted accounting practice and objectively reflected the financial state of the Project implementation as of 31.12.2021. The report also stated that no significant weaknesses in USIF internal financial control were identified by the auditors. The full text of the report is available here.

 

Currently, the USIF is implementing the following measures within the framework of the Project implementation:

  • Execution of documentation procedures regarding acceptance and payment of completed construction works at the facilities, as well as commissioning of renovated premises;
  • Organization of effective control over over the implementation of RCW at the site of the Skala-Podilskyi TC;
  • Conducting tender procedures and procurement of equipment within the framework of the implementation of micro-projects;
  • Organization of trainings in the form of individual consultations for pilot territorial communities implementing micro-projects.
